Investigators are characterizing the perpetrators as belonging to “local groups,” comprised primarily of individuals without fixed addresses.
“It seems as if they are stealing their loot for their own living,” explained one investigator. The stolen goods are diverse, ranging from essential items like food, clothing, and tools to more valuable electronic devices. However, authorities note that not all stolen items are being resold; some are simply discarded.
