Arezzo, 08 January 2026 – The municipal administration of Bucine is defending its record against criticism from opposition groups, particularly regarding the future of the local RSA (residential care facility). The council asserts that claims minorities represent 60% of the electorate would have been better demonstrated through a unified front during elections, rather than shifting political alignments.

Budget Battles and Reorganization Efforts

The administration is responding to concerns about budget allocations, service adjustments, and internal restructuring.

  • A important workforce restructuring is underway, addressing a disproportionate employee-to-position ratio.
  • the new RSA project has been relocated and redesigned to address previous functional and financial concerns, with INAIL handling construction.
  • Urgent maintenance has been completed on critical infrastructure, and future projects like the Borrali area redevelopment are planned.
  • The administration emphasizes its reliance on securing regional and national funding for public works.

Service Management and Property Taxes

Regarding service management, the Municipality acknowledges limitations in controlling urban hygiene but highlights plans for bin replacements and service reorganization. Regarding property taxes (IMU), the Municipality maintains its rates are competitive with surrounding areas.

Streamlining Municipal Operations

A significant focus has been placed on restructuring the municipal workforce. Upon taking office, the current administration found a system with five employees overseeing eight organizational positions – a setup deemed disproportionate, especially with impending retirements. “In these 18 months,” officials stated, “three new workers were hired, an excavator was purchased, and numerous previously outsourced maintenance tasks were brought back in-house, generating savings to be reinvested in the area.”

A reorganization of the technical office is also in progress, merging maintenance and public works to enhance working conditions and overall efficiency. A Category D technician has already been hired, with a surveyor joining the team from 7 January. The Local Police are slated for reinforcement in January, with changes to the PIAO paving the way for a new officer and the gradual reinstatement of staff, accounting for future retirements. The goal is to reduce administrative burdens and increase visibility in the community.

Addressing Past Deficiencies and Future Projects

The administration emphasized that many current challenges are a direct result of a lack of reorganization in previous administrations. Over the past 18 months, urgent interventions were required on several fronts, including the roofs of the former primary school in Ambra and the Morbidelli house in Badia Agnano, as well as bridges in Rimacini, Badia a Ruoti, and Solata.Exceptional maintenance was also performed on the Solata road, and fire prevention adjustments were made to the Bucine theater. Work continues at schools in Bucine and Ambra, and at the RSA for structural improvements.

Looking ahead, the city government intends to launch a project for the Borrali area, aiming to reconnect the station to the town center with new parking, restored wash houses, and a extensive redevelopment.

The New RSA: A Revised Plan

What is the status of the new RSA project in Bucine? The administration clarified that the initially proposed RSA – a 50-bed, three-story structure adjacent to the nursery school – presented significant functional, urban planning, and financial concerns. This led to a public interest event to identify a more suitable location within 500 meters of the existing facility. A technical commission, with external expertise, selected land on Via della Crocina in Perelli.

the Tuscany Region contributed 300,000 euros for design work, and the approximately three-hectare plot was purchased for 90,000 euros. The new RSA will be constructed by INAIL, featuring a horizontal design with 80 beds, divided into cognitive and basic care modules, and including currently lacking services such as a chapel, rehabilitation facilities, and specialist care. The Municipality will make annual redemption payments to INAIL upon completion. The existing health district will be repurposed as a community home, and the vacated space from the RSA transfer will be used for emergency housing and other services.Officials confirmed that funding for the ongoing work to prevent the RSA’s closure in December 2025 comes from resources secured by the current council, dismissing previous claims of ministerial funding.

Concluding their response, the administration rejected accusations of lacking a clear strategy. “We are a Municipality operating within a system where public works depend heavily on securing regional and national funding,” they stated.”
